Annual Campus Security & Fire Report Notice

Issued: Pursuant to the Higher Education Act & Amendments, Public Law 110-315 (HEOA)

Distributed: September 30, 2010

Grinnell College publishes an annual campus crime report for Grinnell College, Grinnell in London, and the Grinnell in Washington programs every year. The Campus Security report includes statistics for the most recent three year period concerning reported crimes that occurred on campus , in certain off-campus buildings or property owned or controlled by Grinnell College, and on public property within, or adjacent to and accessible from, the campus. The report includes institutional policies concerning campus security such as policies concerning alcohol and drug use, crime prevention, and reporting of crimes, sexual assault, and other matters. There is also a Fire Safety Report available which contains fire information concerning the Grinnell College campus. As of October 1, 2010 the Fire Safety Report is required by federal law.

Park Street Parking Rules Change

As we prepare to begin the fall semester, we are letting you know of parking changes the City of Grinnell has enacted for vehicles on Park Street.

Beginning July 23, 2010, vehicles may park on Park Street between 6^th and 8^th avenues from 5 a.m. through 1 a.m.. Overnight parking will not be available. No parking will be available on Park Street between 8^th and 10^th avenues at any time.

The City of Grinnell changed the parking rules in the interest of public safety. Emergency vehicles have difficulty driving down Park Street when cars are parked there. We ask for your cooperation as we assist emergency responders in accessing our campus and the homes of our neighbors. Due to the importance of emergency access, the city may ticket and tow cars parked in no parking zones.

For your convenience, we have created a map highlighting campus parking areas. Parking permits are required to park vehicles on campus. Students, faculty, and staff may obtain campus parking permits at Campus Safety and Security, 1432 East Street (across from the East Campus residence halls parking lot). Please pay special attention to parking signage to make sure vehicles are parked in appropriate spaces.

The College intends to expand parking on the PEC site, but this will not be complete until next spring. In the meantime we will be adding a small lot west of the pool to provide additional faculty/staff and visitor spaces.

Block Street Party on High Street Today

The off-campus end of the year celebration known as the High Street Block Party will occur today on High Street/Near 6^thAvenue. Here are a few tips for making your celebration more enjoyable and safe.

1. For those of you who are 21 years of age and choose to consume alcohol, please make sure to wear your wristband at all times.

2. Remember that all alcoholic beverages must remain within the barriers that block off High Street between 5th and 6th.

3. Open container violations will be strictly enforced outside the boundaries.

4. Please assist in keeping the neighborhood as clean as possible by helping to clean during AND after the Block Party.

5. Please be sure to eat when drinking.

6. Be safe when crossing the highway in that area.

7. Portable bathrooms are placed in the area for your convenience.

8. Be safe and have fun.

The Grinnell College campus will not participate in the statewide tornado drill today. A tornado drill will take place at a later date for the Grinnell College campus. However, this morning between 10:00am and 10:30pm, the state of Iowa will participate in a test of the statewide tornado warning system. The city of Grinnell will activate the emergency weather sirens, and air messages over emergency radios. This will be a test only.

The Campus Safety & Security Office urges everyone on campus to take this opportunity to become familiar with how you would deal with a true weather emergency and become aware of your surroundings and where you would go to seek shelter.

Severe Weather Awareness Week - April 5-9, 2010

The Iowa Homeland Security and Emergency Management Division and the National Weather Service have declared the week of April 5th through April 9th, 2010 Severe Weather Awareness Week.

Severe Weather Awareness Week is an annual event to remind Iowans that severe weather is part of living in our state and that understanding the risks and how to respond to them can save lives. 2008 was a historic year across Iowa with 105 tornadoes including the EF5 tornado that struck Parkersburg and other areas in northeast Iowa.

During Severe Weather Awareness Week, the National Weather Service will promote severe-weather safety by issuing informative Public Information Statements. The highlight of the week will be the statewide tornado drill on Wednesday morning, April 7, 2010.

Grinnell City Snow Emergency Parking Declaration Has Been Declared

Re: Grinnell City Snow Emergency Parking Declaration: Vehicles left out on the streets/alleys can be

towed.

THE CITY OF GRINNELL EMERGENCY SNOW REMOVAL PARKING RESTRICTIONS are in effect at this time (Feb. 9, 2010).

Therefore, vehicles shall not park on streets or alleys until the "Snow Emergency Declaration" period has expired, or until the snow has been cleared from said streets or alleys. You may call 641-236-9427 at any time to check the status of the snow emergency.

SNOW REMOVAL OPERATIONS will remain in effect until the snow has been removed or plowed from said streets or alleys.

SNOW REMOVAL OPERATIONS in the Central Business District will be in effect until street cleaning operations have been completed. Vehicles must be off the streets beginning at 1:00am and continuing until snow removal operations have been completed in the central business district.

Grinnell College faculty/staff/ students who have Grinnell College parking permits can park in campus parking lots located around the campus in lots that the parking permits are designated for only. Vehicles parked in non designated parking areas can be towed at the owners expense.

Please be advise that facilities management employees will be out removing snow from the campus parking lots. If possible only park your vehicle in areas that the snow has been removed from. Furthermore, faculty/staff should not leave their vehicles parked in the designated lots overnight for extended periods of time. This will help in clearing the snow from those lots. Students should only park their vehicles in student parking areas where the snow has been cleared from if possible.

In compliance with the "Timely Notice" provision of the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics act of 1998 the Grinnell College Campus Safety/Security Office is giving notice that it has received information concerning "Roofies" (Rohypnol) possibly being used on campus.

The Grinnell College Campus Safety/Security Office urges the Grinnell College campus to be alert to the possibility of the drugs being used on campus and take steps to protect themselves. Date rape drugs, commonly "Roofies", Rohypnol, GHB and Ketamine, can be slipped into an unsuspecting person's drink at anytime. Rapid and severe intoxication follows, along with dramatically reduced inhibitions and memory loss. In this condition, anyone can be extremely vulnerable to an assault.

To protect yourself, do not leave drinks unattended and be wary of accepting drinks from people you do not know well. Do not except illegal drugs either in liquid form or use inhalants such as joints or cigarettes given to you by others. To be even more careful, make sure that you open and pour your own drinks, and don't share drinks with others. It is also wise to use the buddy system while socializing-when you go out with friends, agree to keep an eye on one another and to go home together. If a friend starts to exhibit symptoms of drug ingestion, seek medical help immediately. Signs to look for include: dizziness and/or nausea, memory loss, breathing or motion difficulties, and acting disproportionately intoxicated relative to the amount of alcohol consumed.

The Grinnell College Campus Safety & Security Office urges anyone who believes they or a friend has been the victim of an illegal drug to immediately contact the Safety/Security Office at 269-4600. Dear Grinnell Students:

Since many of you are returning to Grinnell this weekend, we want you to have an update on the winter weather we are anticipating.

Weather in Iowa has been very rough these past few weeks and more is forecast: tonight we are expecting freezing drizzle with the low of 26 degrees; Friday (1/22) we expect a fog advisory with the high around 32 degrees; Saturday (1/23) we may get rain showers into the night; Sunday (1/24) we are expecting rain and snow with the low's in the 20's. All of these conditions may continue to make the roads very icy and slick. Please play close attention to the weather and the road conditions – and travel safely.

Hello all, due to the continued severe weather, the Grinnell College campus will remain on the following status for a second straight day (Thursday, December 10): classes still in session; administrative offices will be closed; and only Essential Staff will be requested to come to the campus. Below is how the college will operate during this period of time:

Classes Still in Session, Closed Administrative Offices, Essential Staff Only

Grinnell College is a residential campus and because of this, students will not be traveling to school to attend classes. However, if a faculty member is not able to commute to campus due to the weather, he/she may cancel his/her respective class, arrange for a colleague to cover the class, or make an alternative assignment.

The College relies upon a workforce that lives both in Grinnell and surrounding areas. Weather conditions may create difficult driving conditions for those who commute to work. In extreme weather, the College may choose to close administrative offices. Should this happen, employees will be paid in the following way. Employees whose work schedule begins during the closing will not be required to work and will be paid for their scheduled hours. Employees who are at work will be released and paid for their regularly scheduled hours. Employees on approved vacation, personal or sick leave will be charged for vacation, personal or sick leave.

Essential services must be maintained in order to provide for the safety and welfare of the college's resident student population. Essential staff typically includes employees who work in Dining Services, Facilities Management, and Campus Safety & Security. Personnel who work in these areas should seek guidance from their supervisor and follow departmental procedures.

Under conditions of "Essential Staff only," essential non-exempt non-bargaining unit staff who are required to work will be paid one and one-half times their regular hourly wage. The College does not expect essential staff to put themselves at undue risk. Essential staff who are unable to be at work due to inclement weather will be required to use vacation or personal time to cover their absence. Arrangements may be made between the supervisor and the employee to make up the time during the same work week, in lieu of taking vacation or personal time, if the supervisor foresees a need for such work. If there is no need for work later in the week, the employee must take vacation or personal time to cover his/her absence due to inclement weather.

Winter Weather/Closings

Emergency Closings

At times, but very rarely, emergencies such as severe winter weather, fires, power failures, or tornadoes, can disrupt college operations. When this happens, the College will respond in a way appropriate to the situation and may require closing parts of the College or distributing staff and services in an alternative way.

Staff should be alert to regular communication methods through the campus home page, email, voice mail and cell phones. Where these methods are not effective, phone trees or other departmental methods of reaching personnel should be used. In extreme emergency situations, an announcement will be broadcast through local radio stations (Grinnell KGRN, Des Moines WHO and Iowa City WMT) and television stations (KCCI, WHO and KWWL). When in doubt, employees should seek guidance from their supervisor.

Grinnell College is a residential campus and it is not possible to cease all services. There may be times, however, where limited services are most appropriate. For purposes of this policy, four possible scenarios have been identified.

Classes Still in Session, Open Administrative Offices

Unless directed otherwise, staff should report to work. Supervisors and employees are encouraged to be as flexible as possible in adhering to the normal office schedule while considering the safety of employees. Those who leave will be required to use accumulated vacation or personal time to cover their absence or make arrangements with their supervisor to make up the time during the same work week.

Classes Still in Session, Closed Administrative Offices, Essential Staff Only

Campus Closed

Only under extreme circumstances would the College campus close. A campus closing would require activation of the Campus Emergency Response Plan. All communication to the campus would occur through that mechanism.

Partial or Complete Evacuation of Campus

There may be occasions where an evacuation of the campus is necessary. Each situation will be assessed as to the extent of the evacuation and whether a partial or complete evacuation is necessary. During partial evacuations, accommodations should be attempted for staff to perform their work elsewhere on the campus. If this is not possible, the supervisor should seek guidance from the Office of Human Resources.

I-80 lane restrictions begin Oct. 5 in Poweshiek County

Intermittent lane closures to repair roadside damage can be expected
on Interstate 80 in Poweshiek County beginning Monday, Oct. 5, weather
permitting, according to the Iowa Department of Transportation's
(DOT) Marshalltown construction office.

The work is scheduled on I-80 between the U.S. 63 and Iowa 21
interchanges. Travelers can expect intermittent lane closures in the
right lane in both directions of traffic. The project is expected to be
completed by the end of October, weather permitting.

The Iowa DOT reminds motorists to drive with caution, obey posted speed
limit and other signs in the work area, and be aware that traffic fines
for moving violations are at least double in work zones. As in all work
zones, drivers should stay alert, allow ample space between vehicles and
wear seat belts.

Iowa Smoke-Free Air Act/Grinnell College

Hello all,

As we begin a new academic year, I want to remind the campus community of Iowa's Smoke-Free Air Act. In compliance with Iowa law, Grinnell College is a smoke-free campus. Recent complaints, citations from the Grinnell Police Department, and a campus inspection from the Iowa Department of Public Health indicate smoking is occurring on College property.

While smoking is banned on College property, it is not banned on public "right-of-ways" owned by the city. Sidewalks on campus that line city streets, including the grassy area between the street and sidewalk, are public right-of-ways. Sidewalks along Park, East, and Broad Streets, and 6^th, 8^th, and 10^th Avenues, are included. All other sidewalks and spaces are considered College property and must be smoke free.

The purpose of a public right-of-way is to provide access to the public. Individuals should not block pedestrian traffic and should avoid smoking in groups or busy areas where others may pass and possibly inhale secondhand smoke. Cigarettes must be extinguished before entering College property. Cigarette litter is the responsibility of the smoker, and should, after extinguishing, be properly disposed of in a trash receptacle.

Persons who choose to smoke on Grinnell's campus do so at their own risk and may face civil fines, as well as fines from the institution.

For those who wish to quit smoking tobacco, Quitline Iowa , a toll-free, statewide smoking cessation telephone counseling hotline, is available. Trained counselors provide callers with information about the health consequences of tobacco use, assistance in making an individualized quit plan, and ongoing support through optional follow-up calls.

H1N1 Campus Message

Two participants in the Summer Games University held on our campus July 20-24 have confirmed cases of the H1N1 virus. The participants did not show symptoms until two days after leaving campus. It is unlikely the virus was transmitted to others at Grinnell College.

The Center for Disease Control says symptoms of H1N1 include a fever of 100.4 or higher, sore throat, cough, runny or stuffy nose. These symptoms are not the same as the stomach flu. The incubation time for the H1N1 is from 1-5 days. The campers left Grinnell College on July 24, 2009. This means if no symptoms of H1N1 were experienced by July 29, 2009, it is unlikely a campus exposure occurred. If you do have the above symptoms please contact your physician or Karen Cochran in the Campus Health Center, 641-269-3230.

Severe Weather Awareness Week (April 6th thru 10th)

The Iowa Homeland Security and Emergency Management Division and the National Weather Service have declared the week of April 6 through April 102009 Severe Weather Awareness Week. Severe Weather Awareness Week is an annual event to remind Iowans that severe weather is part of living in our state and that understanding the risks and how to respond to them can save lives. 2008 was a historic year across Iowa with 105 tornadoes including the EF5 tornado that struck Parkersburg and other areas in northeast Iowa. During the awareness week, the National Weather Service will promote severe-weather safety by issuing public information statements. The highlight of the week will be the statewide tornado drill on Wednesday April 8, 2009.

for Severe Weather" at Grinnell College information. The shelter locations at the college are also listed. A variety of drills are planned throughout the State of Iowa and Grinnell College will participate fully.

During the month of September there have been five bicycles stolen from the north campus area. Some of the bikes had the locks cut. Please be aware of this and report any type of suspicious activity in the bike rack areas.

Although no lock is 100 percent theft proof, the kryptonite style locks work very well when securing bikes. You may want to visit the local bike shop in town for information on other locks that are good to use.

Unhand that Rail! Bikes and Stairs Don't Mix

Hello all,

Locking your bicycles to the handrails at the steps leading to buildings may be convenient for you, but it is downright dangerous for people who need to use the handrails to negotiate the stairs. Similarly, leaving bikes right at the bottom of the stairs also presents a danger. In the near future Campus Safety & Security will begin cutting the locks of bikes locked to handrails. The bikes will be removed and placed in storage.

Please do not lock your bike to the handrails. Please lock your bike to the bike racks only.

Bat Incidents/ Unwanted Phone Calls

Hello all,

Want to bring your attention to two areas. Recently the Campus Safety & Security Office has been receiving reports of students receiving unwanted phones from an unknown subject. The Grinnell Police Department has been notified of these calls and will be looking into these incidents. If you have received any calls, which are annoying and rude in nature, please contact the Campus Safety & Security Office and report this. Also, please let the caller know that if he persist with the calls, the calls can be traced and Criminal Prosecution can be obtained.

At the beginning of the college year, we have traditionally had problems with bats on campus. During the months of August and September bats, migrate in the state of Iowa. Parking Lot Enforcement Begins September 4th

The enforcement of the campus parking lots will begin September 4th. Please stop by the Campus Safety & Security Office and pick up your parking permit if you park your vehicle on campus. Also, please do not park your vehicle in fire lanes, drives, delivery zones, grass and other no parking areas. In addition, please do not lock your bicycles to the hand railing areas of the JRC and other buildings. Bicycles should be placed in the campus bike racks. Bicycles parked outside approved areas can be confiscated and removed.

Eight Avenue in front of the Joe Rosenfield Center is open at this time. Construction will soon begin on Eight Avenue between the Railroad Tracks and the intersection of 8th/East Street. The intersection will close at some point also. The Loose Hall parking lot (near railroad tracks) is now closed for parking. Please remove your vehicle from the lot if you have parked your vehicle there.

8th Avenue Project/Campus Parking

The construction workers will be attempting to finish up the first stage (western section) of the 8th Avenue project before college starts. The next stage of the 8th Avenue project will entail rebuilding the section of the street from the railroad to the East Street intersection. Parking in the Science (Loose) lot will be inaccessible. Vehicle access to the Noyce Science Center and the Joe Rosenfield Center will be from the west

This summer parking was expanded just to the west of the PEC and in the Burling Library parking lot as well as parking spaces being installed for parking along the Tennis court drive. Please be patient as we continue with construction in the campus area.

Emergency Preparedness Drill (Cleveland Hall)

On July 30th, between the hours of 1-4pm, the Grinnell Police Department and Campus Safety & Security will be conducting an emergency preparedness drill at Cleveland Hall. The area will be cornered off with barricade tape and signs will be up in the area indicating that a drill is taking place. There may be extra police and emergency vehicles in the area that are part of the drill.

You have received a text message on your cell phone or mobile device on or about 6/1/2008 stating "Your Grinnell College account will expire in 30 days Please login to extend your service period."
This message originated from "79516".

This message came from College's new electronic emergency notification service "Pioneer Alert". It refers only to your Pioneer Alert subscription, your other college accounts (network access, email, PWeb, etc. ) are on the same schedule they always have been.

Background:

Pioneer Alert automatically sends a notification to subscribers when their subscription is about to expire. We are sorry that you were not made aware of the automated reminder. The message was not specific as to which college account was going to expire and this caused some confusion and anxiety.
Action taken by Security/ITS:
We have changed the name of the account to be more specific. Future expiration notifications should read:
"Your Grinnell College Pioneer Alert account will expire in 30 days Please login to extend your service period."
We are contacting the vendor to determine how the text of the message could be made more specific to Grinnell College.

To Extend or Renew your subscription to Pioneer Alert:

* Go to Pioneer web ( http://pweb.grinnell.edu )
* Click the "Pioneer Alert" link under resources on the left of the page.
* Log in with your PIONEER ALERT PASSWORD
